Although participation pre-requirement does not mention any minimum traffic to your blog or site, there are a few things that may dissuade a small time publisher from applying. Nixxie requires websites now contain Terms and Conditions of use. The Terms for the applying site should be well thought out and clearly displayed. Also there must be clear company information in an ‘About Us’ section, along with a method of contact via email or phone, ideally in a separate ‘Contact Us’ page.
Your site or blog must be approved by the administration before you can start placing their ads on your web pages.
They have a neat site and interface but lacks a proper FAQ section and I could not find payment details anywhere on the site. Have a look only if you are really looking for an adsense alternative and if you are willing to explore.
It will be better if you read Nixxie's publisher requirements page first to determine whether you want to apply for the program or not.
Also compare them with other Google Adsense alternatives.
